Developer Improvements

Private property owners who wish to improve the MTA transit system as part of their development project, or who are required to do so as a result of local land use/zoning codes, should contact the MTA's Transit Oriented Development (TOD) unit.

The MTA’s TOD team guides property owners who are constructing transit improvements at subway stations as part of their development project. These improvements could include elevators, escalators, new entrances and other station upgrades that increase accessibility, benefit the local community and attract more riders to the system.

The reasons as to why developers provide these improvements includes but is not limited to:

  • The improvements are required by City of New York Zoning Resolution.
  • The developer is seeking to obtain a floor-to-area ratio (FAR) bonus for their property development.
  • The developer wishes to improve their development's access to transit as an amenity to their tenants.

Submitting applications for Developer Improvements projects

Developers should reach out to MTA TOD to coordinate the concept development of the transit improvement. Once the developer signs a legal agreement with TOD, developers work with the EPP Developer Improvements team to coordinate the design development. 

EPP will work with the developer to coordinate design package development, identify safety and insurance documentation, and kick off construction. Once the MTA and the private developer/designer/contractor agree with the scope of work, EPP's Developer Improvements team ensures that the initial conceptual design is consistent with MTA standards. The team then works with designers to develop construction plans for approval, manages the pre-construction process with contractors, oversees construction, and streamlines the project closeout.
