To Whom It May Concern:

New York City Transit (NYCT), an agency of the Metropolitan Transportation Authority (MTA), is proposing to replace three existing boilers located at the Coney Island Rail Yard (CIRY). This existing boiler plant, used for heating various buildings at the facility as well as for process loads used in the maintenance of train cars and equipment, has been in service for over 80 years. The existing boiler units currently operating at the CIRY are old and beyond repair. NYCT would replace the existing boilers with three new factory-built boilers, two intended for regular operation, with one as a backup.

A New York State Department of Environmental Conservation (NYSDEC) Title V Facility Air Permit Modification Application is required for the proposed upgrades and replacement of the existing boilers at the Coney Island Rail Yard boiler building. DEC has identified areas in the vicinity of this proposed boiler replacement project as Potential Environmental Justice Areas subject to Commissioner Policy 29 (CP-29) related to Environmental Justice and Permitting.

NYCT will be holding a Public Information Session to discuss the permit modification application and to provide the public with an opportunity to learn about the project, ask questions, and provide comments on the application. The Public Information Session will be held at the Coney Island Hospital, 2nd Floor Auditorium, located at 2601 Ocean Parkway in Brooklyn, New York 11235 from 7:00 PM until 9:00 PM, Wednesday, April 25, 2012.

In addition to the attached Project Fact Sheet and this Project Notice, documents associated with the proposed project and Title V Facility Air Permit Modification Application will be made available for public review at the following locations:

DIRECTIONS TO THE PUBLIC INFORMATION MEETING:

BY SUBWAY:

B or Q Train to Sheepshead Bay Subway Station.
F Train to Avenue X Subway Station.
(15 minute walk from either station to the hospital)

BY BUS:

The B1, B4, and B36 buses all stop in front of Coney Island Hospital. The B36 travels from the Sheepshead Bay Subway Station and the B1 from the Avenue X Subway Station to the Hospital.
