Dear Contract Manager: In accordance with the New York City Transit “Information for Bidders” Section of the Contract Documents, contractors (consultants) must comply with all applicable laws, rules and regulations in the performance of their work, including environmental matters that must be observed by the contractor in the prosecution of their work. To encompass specific environmental requirements contained in the contract as well as express our evolving environmental stewardship, department of Capital Program Management is operating within a framework of an Environmental Management System (EMS) that follows the ISO 14001 standard. Our continuous commitment to environmental excellence and our ISO certification require that all contractors and consultants performing work on CPM’s behalf be aware of CPM’s EMS. It is required by ISO 14001 Standard, CPM EMS Manual, and Specifications, including section 1B, Specification 1S and Division 12 Environmental, to identify all potential environmental issues of the project and procedures for their mitigation. These consist, among others, of the following: safety of operations, environmental emergencies, spill prevention and/or control, noise control, prevention and/or control of air pollution, sediment control, erosion prevention, stormwater management, beneficial reuse of soil, removal of waste materials, recycling of construction and demolition debris, protection against fire, responsible use of natural resources and energy, minimum disturbance to pedestrian and vehicular traffic, maintaining use of public facilities, protection of climate balance and protection against dust hazards. In years passed CPM’s construction projects have diverted over 90% of construction and demolition debris, thanks in large part to our contractors conforming and exceeding the contractual requirements for recycling and beneficial reuse. Our consultants have contributed to integration of numerous sustainable elements into our projects, such as natural lighting and ventilation in many of our stations and facilities.
