The Real Estate Department offers properties and business opportunities for lease or license in a variety of different ways. The most common process for soliciting interest from prospective tenants and licensees is through a formal Request for Proposals (RFP). Other retail and leasing opportunities, however, may be available outside of the RFP process, either directly through the MTA Real Estate Department or by a licensed real estate broker.
Requests for Proposal (RFP)

The RFP provides information on the available property or location, explains how to prepare a proposal, and outlines the likely terms of prospective leases or licenses. The RFP describes improvements that the operator of a business is expected to make to the property as a condition of the agreement. As part of an RFP, a site visit will generally be arranged to permit the prospective proposers to view the property or premises being offered. The Real Estate Department seeks proposals from as many potential operators as possible, evaluates all of the proposals submitted, negotiates terms and conditions, and concludes the transaction.

MTA invites all interested parties to submit a proposal in response to an announcement of an RFP. The specific requirements of any RFP and the documents required in support of any proposal will be detailed in the RFP information packet which is available on-line or by contacting the Real Estate Department. These documents generally include the Applicant Information Statement (AIS), the Proposed Compensation Form, and an Internal Revenue Service Form W-9. Each proposal will also require a Proposal Deposit.
All inquiries are encouraged, and the MTA welcomes the participation of minorities, women, and other disadvantaged groups in the business opportunities available on MTA property. The MTA Office of Civil Rights at 646-252-1364 is available to provide assistance to applicants. No proposer will be subject to discrimination on the basis of race, creed, color, national origin, marital status, gender, sexual orientation, age, or disability.

There is generally a 60-to-90-day evaluation period, during which further negotiations may take place before a final decision is made on an award. As a matter of policy, most leases or license agreements are submitted for approval to the board of the MTA.

Getting Permission to Use an MTA Property
Our staff can help you determine what property is owned by the MTA and, if necessary, help you obtain the necessary license or permit and requirements for insurance. You can start your research by getting a tax map from your municipality and locating the block and lot number of the property in which you are interested.
