Doreen M. Frasca specializes in providing strategic advice to the transportation sector on the financing of large, complex infrastructure projects.
 
She has spent the past 30 years on Wall Street, initially at Dillon, Read & Co. Inc., on the municipal bond trading desk, and then at Merrill Lynch & Co., where she ultimately headed the Airports and Transportation Group and served on the Division’s Executive Committee.  In 1997, Ms. Frasca formed Frasca & Associates, a New York-certified WBE providing financial advisory services, principally to airports and seaports.

Throughout her career Ms. Frasca has helped her clients evaluate the financial feasibility of project financings, structure financing plans, and access the taxable and tax-exempt markets. She has financed in excess of $20 billion in projects for U.S. airports, roads, rail, and bridges. 

Ms. Frasca earned a B.A. in History, magna cum laude, from Wheaton College (Massachusetts) where she was elected to Phi Beta Kappa.  She pursued graduate studies in History at the University of Edinburgh, Scotland, and received an M.B.A. in Finance from Columbia University.  

Born in the Bronx, she is a lifelong resident of New York City.
