Request for Proposal (RFP) for Environmental Services Hazardous & Non-Hazardous Waste in Support of LIRR & MTA Bus Company
The Long Island Rail Road Company (LIRR), as the lead agency, on behalf of itself and MTA Bus Company (MTA Bus) collectively referred to as the Agency’s, invites Firms (“Proposers”) to submit a Proposal for the Work described herein. Proposers shall be required to provide on an “as needed” basis the proper disposal of Hazardous and Non- Hazardous Waste for the Agency’s as described herein, additionally the proper disposal of regulated medical wastes and emergency response to petroleum and/or chemical releases.
LIRR intends to procure these services via the Competitive Request for Proposal (RFP) process.
To be considered to be qualified to participate in this procurement, The Proposer shall adequately demonstrate, to the satisfaction of the Railroad, that they have experience performing the Work as required under this Contract continuously for the last ten (10) years immediately prior to the opening of the proposals hereunder and during that time shall have handled as least four (4) contracts of a size and scope similar to that described in this Contract.
Proposals will be evaluated based upon the following Evaluation Criteria
i. Technical description of the proposer’s approach to the Work.
ii. Contractor’s Experience –information attesting to the Contractor’s possessing the ability and equipment, to perform the duties and tasks, as delineated in the Technical Statement of Work of the contract, including examples of related work previously performed (See Next line item)
iii. A list of references for which you have performed contracts/projects of similar size and scope during the last ten (10) years. This list shall include: (i) a brief description of the work performed, duration and level of effort, date completed, and the dollar amount at completion, (ii) Company name, (iii) contact name (iv), title and (v), telephone number.
vi. The Proposer shall provide (i) resumes of all of key personnel, including average experience in different areas of relevant expertise, who are contemplated to be utilized for the Work. (ii) Training certificates and appropriate licenses for the individuals listed (iii) Evidence of OSHA compliance, (iv) Evidence of OSHA certification for contractors’ employees working on Long Island Rail Road.
iv. A List of material and equipment owned or leased by the Proposer that is contemplated to be used to perform the Work under this Contract. If equipment is not presently owned or leased, a plan must be provided to explain how necessary material and/or equipment will be obtained in a timely manner to perform the Work. This information may be field verified by the Railroad. Equipment must be in good serviceable condition. Equipment shall be inspected prior to award of contract, and a copy of verification of age of equipment (registration and title) is required.
vi. The detailed written Work Plan shall be developed once sites are identified.
vii. Proposed Quality Plan
The Proposer who receives the Contract Award will be required to comply with all applicable Equal Employment Opportunity laws and regulations. The LIRR hereby notifies all Proposers that it will affirmatively assure that in regard to any contract entered into pursuant to this advertisement Minority Business Enterprises (MBE), Women owned Business Enterprise (WBE) will be afforded full opportunity to submit proposals in response to this request and will not be discriminated against on the grounds of race, color, creed, sex, sexual orientation, age disability and national origin in consideration for an award.
LIRR may consider informal any proposal not prepared and submitted in accordance with provisions therein, and reserves the right to waive any and all informalities or to reject any and all proposals.
